Does holding a weapon lower the IQ of the gun holder 10 or more points?

Or maybe he was such a poor shot, he had to be inside something to hit anything. This guy needs to be given the total bill for his stupidity^*.

^* Word not on any ban list that I know of. Not yet anyway.
