It's in their best interests. Manning is currently in med sec. He will go to max sec after trial, so every day he spends delaying, is a day he spends outside of max sec.

As for reducing his sentence, well, I think the prosecution is going to argue that his personal statement was perjurious. I think he's looking at decades in prison.
