I saw it February 2012 and again in December when Bill Clinton was going around DC urging Dem lawmakers to accept the Keystone deal. Hillary had the deal done LONG ago. The timing was scheduled to give herself maximum protection for the 2016 primary.

The way Kerry operates, he's prepared to take the slings and arrows with the expectation that he will soon be able to promote a greater good down the road.
