2. Smaller government for republicans means citizens having only freedoms

that republicans want citizens to have. State that are drug testing people that are on welfare are examples of the insanity of republican small government. States that are drug testing are spending much, much more for the drug testing per year than will be spent on the few people those states net with drug tests for the next twenty years or more. Fundamentally, drug testing states are wasting money. The same goes for states that pass restrictive laws on contraception and abortion, in the end, far more money is flushed down a toilet.
