Rape is abhorrent and laws should be enforced that Rapists (and those who aid them) should rot in jail for the rest of their lives. However, as you correctly pointed out if one looks at the numbers of these cases as a % of the population of the city, the Delhi numbers are considerably lower...In fact it has a 10 times lower rate than N.O.
I returned to DU after a considerable period and am rather shocked at how some posters say "oh it's the culture!" when it comes to such reported cases from India. To me, as a person of Subcontinental origin, this reeks of the "Ah those third worlders" mentality some continue to have. I would guess that if the cases of Rape were normalized for population, America as a whole would have a much higher % than India. Btw this post is not meant to downplay or brush the despicable cases of Rape in India or in any other country.
