I am suspicious about the need for and effectiveness of a homeland security force or department. That said, I don't see too much evidence as yet these ammo orders are precursors of authoritarian crackdowns. Even individuals purchase a lot of practice ammo (for the range), and some hollowpoints for actual SD or duty use as the latter have superior "stopping power" if needed. Even the OP's source says "some" of the rounds are hollopoints.
If things start going authoritarian, look for executive orders, decrees, and citizen detention. Could happen, but the ammo purchases are not convincing.
Note also the huge runs of civilian purchases. Any LEO is smart to get ahead of the game.
