(16,113 posts)I don't see that anywhere on NJ's DMV page. I don't even see it as a requirement to REGISTER a car as they will take a valid license OR "appropriate identification"

Buying a Vehicle
When you buy a vehicle from a private seller, he or she will give you a signed-off title, which you'll also need to sign. Make sure the information on the title is correct before you sign it.
Take the title to your local MVC agency to transfer the title and register the car in your name. You'll need to show proof of insurance, the signed-off title, and a sales tax form.
You'll be required to pay 7% sales tax, unless the vehicle is exempt. Your transfer fee will be $20.

If you buy through a dealer, they will process the paperwork (usually for a fee).
Buying a Vehicle Without a Registration
It isn't necessary have the vehicle registered. However, the MVC states that buyer of the vehicle holds responsibility for getting the car registered after purchase.
To register the vehicle,
If you don't have help from a dealer, gather these documents before you visit the Motor Vehicle Commission (MVC):
The certificate of title. If you dont have it, youll need to get a new one.
Proof of New Jersey insurance.
Proof of your Social Security number or exemption.
The current odometer reading.
Your drivers license or, if you dont have a New Jersey license, appropriate identification.
I mention this because a cousin of mine who can't drive (significant vision related issues) bought his daughter a car. He owns the car and pays for it. His daughter is insured on it and drives it.
