It means "I hate the United States of America".

You can say you are doing it to protest foreign policy, or imperialism, but it means what it means, and people will understand what it means. Just like you can flip somebody off and think that you are saying "I don't like your football team" but the person on the receiving end will get a different message.

To compare a message of "I hate America" to "I am in distress" is quite absurd.

And yes, fine, hate speech is protected speech in the USA, but that does not mean it will play in Peoria any better than pictures of Chairman Mao.
