20. WHY was a 20 Something allowed to WRITE THAT REPORT?

Thats what that article calls attention to! Where were the SEASONED PEOPLE who SHOULD haver Written it....since THEY were the ONES who SIGNED OFF ON IT!

Just to TRAP the NEW KID? We need to think about HOW and WHO does these REPORTS for our TAXPAYER GOVT.!
