If you take his statement at face value then it means he is happy that the government provides a safety net for the poor and supports social welfare programs. That's not the Republican line that poor people should just renounce their poorness, stop being lazy, and pull themselves up by their bootstraps and magically become rich like Mitt.
No wonder his statement is a problem for the "let them eat cake" party.
