from a first marriage or liason in favor of a second family they started. We have a similar situation in our family and it's been the grandparents, aunts and uncles who have tried to reach out to the first children, while their father spends all his time and money on the third wife and his youngest three children.

It's not very nice or noble of them, but it seems to happen frequently. Actually, it is immoral IMHO, but as long as there is no way to make them live up to their responsibility to provide nurture as well as material support, I don't know how you can make them do it.
