and involves the fakery of "We are at WAR!!!" to get them to accept even more privation. Whether or not it works is anyone's guess.

The truth is that they've been holding a truce in an ongoing war. While I think Li'l Kim is insane, it remains to be seen if he's insane enough to do something about it and whether or not it will be allowed by his fluffers and yesmen, who are presumably a little less insane.
