9. Yes - aren't construction permits supposed to be onsite and VISIBLE?

If there was a permit it would seem the reporter and officials would have had plenty of time to note their existence. It's likely they already know, but, out of respect for the family's grief, they would for now (understandably) with-hold that part of the story.

If there is no permit one could surmise that it wasn't obtained because of the RW's exaggerated mistrust of government, as well.
