where SSI payments are increased for those who rely on SS for their primary income, leading to an actual increase in benefits to those most in need.

I'd guess that anyone who supports Obama's proposal has probably actually read the proposal. I would support it myself, though I'd rather the whole thing were somehow dumbed down to where it didn't sound so bad to begin with.
