So that those who might be foolish enough to try to live on CCPI Social Security in California or New York or what have you will have an "escape route" to a place where their "reduced benefits" might still be enough to proved two or three meals a day... you know, to "help with the bluff" that the CCPI offer is real.

Which, obviously, it couldn't be, because Obama would never stoop to capitulation to the GOP on any point... he's too wily and chess masterly.
