If he did as he said in his campaign (I know campaign promises are never meant to be kept) he would never even mention CPI as any sort of offer unless it was included in a sentence that had the words off the table in it. The fact that he included it at all in his proposal puts him directly against the well being of a large part of his constituent who voted for him based on a belief that he actually meant what he said this time... not like last time....
