1. How much native-American blood is a person required to have to be a tribal spokesman?

Is it 100%? Half of that at 50%? Half of that at 25%? Half of that at 12.5%? ...

No one should feel that a member of the Spokane Tribe he has been wronged for being prosecuted for poaching Bison near Gardiner, Montana where the hunting rights of the Nez Perce Tribe are still protected.

What I see is some arrogance. IMO, both he and his brother appear to have more White blood than native-American blood.
