In both remarks about women and about homosexual rights, he is speaking in a political context.
He was attempting to undermine liberalization in Argentina - in the case of women, he was speaking against a female presidential candidate, to claim it was unnatural for women to hold political (or any of sort of) power.
He's a pig.
