were shocked by the attacks on 9/11 and as such they wanted to show that they could unite and stand together. Bush and his cronies took advantage of this and that is exactly what they wanted to do all along. Increase fear and distrust amongst the majority of people in the country, and turn that fear and distrust into anger they could use to do what they had planned on doing all along.
