is a term used in Government buildings since 9/11. Remember when Homeland Security told everyone to have duct tape and plastic to put over their windows? That's about when the term started being used during drills in Govt buildings.
Words have meaning and Shelter in Place means exactly what it says. It has absolutely nothing to do with Martial Law.

I suspect that arrest would be likely...if not outright risk of being shot.

I think the risk of being caught in a crossfire or explosion is more likely than arrest.

I'd say the risk is imminent and credible. That said, shelter in place is a public safety move.
