They blame that on NBC, linking to the NBC front page - the translation says:
MOSCOW, April 19 - RIA Novosti. Tsarnaevy brothers, who are suspected of committing a terrorist attack during the Boston Marathon , are citizens of Turkey and entered the United States on a Turkish visa, according to TV channel NBC .

But NBC is certainly not saying anything remotely like that. We know they entered earlier, and from Dagestan (ie part of Russia). No-one was "furnishing them with passports" in the strange sense you seem to mean - they had Kyrgyz passports because they'd lived there for several years.
