on behalf of the UN nuclear inspection mission, during the run up to the war. He'd issue a clear and well-put argument, go over the evidence (or, mostly, complete lack of evidence), determine that there was no case for war, and be completely ignored here.

...I hate to even remember this stuff, its so frustrating, if it wasn't at risk of happening yet again.
