Congress is weighing the entire budget, and the things they disagree with they will reject.

For example, if the goal is to save on Medicare drug prices, I prefer the President's proposal (http://www.democraticunderground.com/10022670043) to Congress' (http://www.democraticunderground.com/10022725266)

We need to push for the good things and push against the negative things. That is how it always works...in every big bill before Congress.
