talking about how honored he was to serve two terms as President. He wasn't crying for the pain his policies caused to other people, he was crying tears of "happiness" at receiving a huge honor, similar to the way that I would cry when I gave a speech accepting the Nobel Prize in economics. (which I expect to win any day now).
