The ACLU report found at the link is excellent and gut wrenching. Unbelievable that there are such things as "Mayor's Courts" in Ohio where a small town mayor, with or without legal training, sits as a judge and throws people in jail for failing to pay small fines. The only people who should be getting thrown in jail are those mayors---and the CEOs of those private for profit prisons.
