Looks like older brother's got a gun and using it.

Swat team video seems to indicate younger brother climbed out to sit on boat rail. Report that Fed negotiator talked him up and out.

(Still looking for that link.)

Article in Boston Globe today indicates a more complex report by hyjacked car owner than " They said the bombed the Marathon, killed a cop and were heading for NY City."
