Not for mere vengeance or punishment, but to potentially save lives in the future.
There is an established correlation between wanton cruelty to animals and serial killers and psychotics and the person capable of doing this is certainly not fit to be roaming the streets among us.

We have a cat that was a rescue and suffered abuse as a kitten in its first 3-4 weeks of life. He still carries the scars visibly in his broken and misshapen tail, but worse is the difficulty this cat has had throughout his entire life EVER being comfortable - he still gets spooked by any sudden movements or loud noises and he is 15 years old now.

I hope that kitten survives and recovers and has fewer issues in life than I suspect would be there. And PLEASE, find the person who did this and make sure they are not a threat to society and THEN prosecute them to the fullest extent of the law.
