Because... "immigration reform legislation" isn't "increasing immigration", it is, largely, a set of measures to bring those who have already immigrated out into the open, so that employers can't use immigration status against them in order to use them against the rest of the work force in order to drive down wages.
If anything, the situation that you rightly describe requires immigration reform as a step in the solution so that workers are not so easily played against each other by those who'd like to reduce the total pay amongst the lot of us even lower...
