I mean, how many office holders have all of the skills necessary to do a good job. I would argue that Obama lacks some of the skills necessary to do a good job. The voters rightly or wrongly decided that she would be better at the job than her opponents, and they voted accordingly. It's called democracy.

Besides, in her district not knowing Spanish would probably be at least as big a liability as not being proficient in English.
