That's the nature of partisan politics. Proving libel requires proof of actual damage, which has clear legal definitions.
If the author of the altered email believes his reputation or livelihood has been damaged, he can sue whoever made the unauthorized edits. He is the only person in the world who has standing to pursue such an action.
The First Amendment prohibits criminalizing speech, even if it can be found in a civil court to be libelous. We're not talking about an Earth-shaking lie here. Nobody is trying to start a war by altering an email.
