7. Do they have jurisdiction on all beaches in LA County, or only on those beaches

that do not fall under the jurisdiction of another entity - say Santa Monica, Manhattan Beach, Hermosa Beach, Redondo Beaach, City of Los Angeles, or Long Beach? (Hey, that was pretty comprehensive!)
