The current mayor of San Diego is like a prime example. He's been in the game 30+ years, starting with the school board, and a twenty+ year stint in Congress. He sees a camera, let alone many...smile comes up...he is good.
New pol, running for a seat at the Council, first run for political office, like ever...she's told that by her manager regularly. Smile! We at times even wait before pressing the shutter.
Hell, yesterday I was talking to a campaign manager, who's done this for a couple decades. This is one skill they teach....lens comes up....smile. It is in fact, a hard skill to learn.
This is completely separate from policy, but an important skill to master. Some pols, see Bilbray, never learnt it. Damn, I got the best photo of him the night he lost his seat.
For the record, I prefer a smiling pol, who is somewhat animated, they are far easier to photograph, and look far more relaxed.
