It comes down to foundation depth.
In Wisconsin, the ground freezes down to about 4 feet. Which means your foundation must be about 6 feet deep. When you're already digging down 6 feet, adding another foot or two to get a basement is not a large cost.
In Oklahoma, the ground freezes down to about 18 inches. Which means your foundation must be about 3 feet deep. Digging deeper in order to fit in a basement is much more expensive.
It has nothing to do with water tables or bedrock. Even if it did, it is not difficult to build an above-ground storm shelter out of reinforced concrete.
We sent people to the moon. We can dig a hole in the ground.
