commentary on society when for-profit prisons partner with government law enforcement agencies to keep the occupancy rates high.

What if there aren't enough felons? Find some. Get government to lower the bar, alter the criteria, extend sentences - anything to keep the cells filled. No wonder DoJ is pushing marijuana prosecutions. All involved ought to do some major soul searching.
