Some of the money may end up being used in this outbreak, but also into the national disaster recovery fund. It is good to build that up for future disasters, but if someone is donating for THIS disaster, donate to local Red Crosses, NOT the National Red Cross. Not trying to discourage from donating, but if you want it to be used locally, then donate locally. If you donate to National RC, it will go into the general coffers, some of which "may end up" being used for this disaster.
