$1500 is very much cringe worthy. I've gotten hotel rooms in Munich during the opening weekend of Oktoberfest for less than $500 (which was still above per diem - but I was able to justify it reasonably on the expense report).
I cannot see for any reason how a $1500 hotel room could be at all justified. And for conferences why wasn't the IRS negotiating directly with the facilities to have rooms available at the regular per diem rate? Again, I've done that myself when I have a group of 40+ all traveling to the same destination.
