Do some research. They aren't "captured regulatory agencies" as prostitution is prohibited. It is a classic black market situation, only the commodities are women. You seem to be searching for something to clobber me with. I don't even have a clue what your objection is to anything I've said in this thread, other than apparently it deserves outraged responses.
