6. I thought they didn't need a court order for just call phone numbers and times

Maybe they just went to a court so they would be able to deflect the blame off onto the court when it became public.

2) Did they think this would never become public?

3) I thought FISA was for calls out of the country. This looks like it authorizes stuff for purely domestic calls. So what's that about?
