with the permanent filibuster. the house blue dogs made progress almost impossible, but Obama actually accomplished quite a lot. Obama knew that he had to lose the 2010 midterms and then bait the Republican controlled house into exposing their true nature. Confronting them now would not have worked unless he had first proven to the American people that even if he bent over backwards, the Repubs would not work with him. He set them up.
