That's a Brit-script invention. In Arabic, there's the "b" that starts a word, and the "b" that occurs in the middle of a word.
The NYT goes with the big B to start off the headline:

The only thing I would consider is, maybe, a lower case b on bin Laden, otherwise, Perfect!

If a person's name or product starts with a lower letter, it still is low at the start of a sentence

purely from a technical perspective, the 'GM" needs to be in the same font thickness as Bin Laden
