46. When you give a cop a taser...

He has an almost uncontrollable urge to use it. That is the natural inclination of authoritarians. Give them a 3-D printer and they want to print a gun. Give the government the technology and the opportunity to spy and to eavesdrop and they will do it. That is their first inclination - to suspect people of wrongdoing and to punish, rather than to reward.
