No, it isn't a better place, just different (although I do love the steaks at The Big Texan road house in Amarillo and the Dallas night life was great when I was single.) I think "not paying attention", "not noticing", whatever...fits. Fraud does happen and if we want to help ensure the long term survival of our social safety nets we can't have our collective heads in the sand.
