In further embarrassment for the US, the South China Morning Post, Hong Kong’s English-language daily, reported that new documents provided by Mr Snowden showed that US intelligence had hacked into Tsinghua University in Beijing, the headquarters of Pacnet in the territory, the owner of one of the most extensive fibre optic underwater cables in the Asia-Pacific region.

The revelations threaten to further undercut recent US efforts to pressure China into what it says are state-sponsored or backed cyber theft of American government and commercial information.

The US has now formally contacted Hong Kong to ask for Mr Snowden’s extradition.

In a pointed warning to the territory, a senior administration official told the Financial Times: “If Hong Kong doesn’t act soon, it will complicate our bilateral relations and raise questions about Hong Kong’s commitment to the rule of law.”
