to what I imagine is going on.

China certainly is putting on a show, as well as Hong Kong, and the public is swayed to support Snowden thus distracting from any attacks against China.

They don't want to be depreciated on the world stage on their road towards greater power.

Or something.

They want to win essentially and weaken the US hand.
