37. Those governments already know

Nothing revealed was not already known by those foreign entities, what was revealed was the extent of the surveillance on Americans as well as joint surveillance with other agencies foreign and domestic which circumvented the constitution as well as place citizens (not the governments) of other countries under surveillance further violating the freedoms granted to them by their respective constitutions and law.
