From what you have encountered so far you may reasonably assume that the building, which you indicate is relatively new, was clearly not built to standards (building code violations seem likely if windows are falling out) and if they didn't get the carpentry right there is no reason to think that it was either wired or plumbed properly either. Wiring done wrong can kill you and improper plumbing can make you awfully sick; improper carpentry can get you crushed. Move out, demand any security deposit you have made be returned.
