I think a global majority sees Snowden as positive. So, I have to wonder about the average person turning him in.

Think about it, If you are the biggest baddest block caption the neighborhood watch ever had, and then got caught peeking in windows. The other homeowners would be pissed.
Add to that, the surveillance wasn't by the government. It was by the fusion of government and private enterprise. That make Europe very nervous. There are still deep scars all over Europe from the last time a very nationalist fascist showed up(over a hundred million people died). There are well documented deep ties with American companies and the Nazis; as well as America having the second largest population of Nazis (the Buntists) in the mid to late 1930s.

This is a giant problem.
