...and which is meaningless since there does not appear to have been any treaty violation within the UN's jurisdictoin, considering:
1) the other sovereign nations of Europe were within their rights to deny flyover
2) the plane was not "forced to land" (it chose to land because of mechanical problems)
3) Austrian authorities didn't violate Bolivia's diplomatic immunity by forcing their way onto the plane.
