1. Here's my halfassed theory!!!

He's in a sailor suit on a Russian warship!!! His "companion" is being held incommunicado in Moscow, or perhaps they have her squirreled away in the flag staff quarters of a fleet admiral!!

Seriously, look at the source--it's Putin's "Russia Today." They're either chain jerking, or pushing. They KNOW what's going on, and to play the confused and routine while "reporting" on this story is disingenuity in the extreme..!

Gotta hand it to the Russian Navy, they do musical themes quite nicely:
