The only delay is in charging larger companies a penalty if they don't offer their own health insurance. But their employees will be able to use the exchanges to purchase individual insurance -- which in many cases could be a better option, since there will be a number of plans to choose from.

And health insurers will no longer be able to ban customers for pre-existing conditions, or drop them when they get sick. And they're already having to insure young adult children on their parents' policies up till the age of 26.
